Two UK teens charged in connection to Scattered Spider ransomware attacks

Ransomware Attacks: UK Teenager Charged in Connection with Scattered Spider Group

A 19-year-old UK teenager, Thalha Jubair, has been charged by federal prosecutors with conspiracy to commit computer fraud and other crimes related to the network intrusions of 47 US companies. These breaches resulted in over $115 million in ransomware payments between 2021 and 2024. The charges against Jubair are connected to his alleged involvement with the Scattered Spider group, an English-language-speaking collective responsible for breaching the networks of numerous companies worldwide.

According to a criminal complaint unsealed on Thursday (PDF), Jubair and other Scattered Spider members would obtain sensitive data from their victims and then demand substantial ransoms in exchange for not publishing or selling the confidential information. The complaint also mentions that some of the Bitcoin payments made by the victims have been recovered.

Connection to Transport for London Cyberattack

Jubair’s charges coincide with his arrest, along with another alleged Scattered Spider member, 18-year-old Owen Flowers from Walsall, West Midlands, in connection with the 2024 cyberattack on Transport for London. This attack led to a month-long recovery effort for the agency responsible for London’s public transit system. Both men appeared at Westminster Magistrates Court and were remanded to appear in Crown Court on October 16.

Flowers had previously been arrested in September 2024 in connection with the Transport for London attack and was later released. The UK’s National Crime Agency stated that besides the attack on the transit agency, Flowers and other conspirators were also responsible for a cyberattack on SSM Health Care and attempted to breach Sutter Health, both US-based healthcare providers. Additionally, Jubair faces charges related to his refusal to provide PIN codes and passwords for devices seized from him.
